That was an entertaining, but completely ridiculous way to fill a tire.

I can imagine the extra mass in the tires causing them to fly apart at speed from centripetal acceleration.

Dunno, seems like then there would be law suits out the wazoo about that aerosol flat fix gunk.  A tire full of water might affect braking/stopping distance though, maybe. But maybe stay cooler.... or warmer....

He's not filling it with water, just using water pressure to push air.

The question is how much water is in the tire. 

I'd say very little, to affect tire performance, aside possibly from longevity.

Just to be clear, he didn't fill the tire with water, he used water (pressure) to fill the tire with air.

Pretty interesting.

Obviously water in a tire isn't good for longevity.

It's possible to do it so only a little water vapor gets into the tire.

At some point, enough water would affect acceleration, braking, handling, and ride.

How much would that be?

I have not been around it in a zillion years but it used to be a thing to fill dune buggy tires with water for use in the desert.
