Is it really the case that the first digit only goes 0..3? I can't imagine what savings in the design would lead to that. They need all of segments in the LCD for that digit in order to display 0 and 2.
it's not the display...
it's about the Analog to Digital converter. Cheap ones have 2000 counts (2000 steps). better ones 4000 steps like this one. Fluke has some models with 6000. Professional desktop multimeters have 7-8 digits, but then those are 100x more than this one
