Electrical question

Hi, this light fixture is probably as old as the huse (22 years old). When I moved in there was a regular incandescent light bulb, I also tried a CFL and both work fine. What is the purpose of that "transformer" on the side of the light fixture? There was a similar one at the old apartment I was renting, except there I found a very large Fluorescent bulb. I think I also tried incandescent an CFL and they worked fine, however I don't remember if I tried that large bulb in a regular socket/fixture. Both are located outside in utility closet. The porch light fixture is normmal. I wonder why they went to the extra trouble to install these special fixtures in the utility closets.

It was done by someone that thinks electrical work is a hobby. I've never seen anyone mount a box on box
just to get it low enough to mount a transformer on the side of the lower box. I have the same transformer
but it's mounted in a box in the attic.

It makes senses, these "developments" were built with the lowest cost in mind, they probably hired the lowest bidder

Porcelain fixture on a metal box isn't really "special", probably code requirement way back when. edit: just noticed the upper box. Perhaps there once was a suspended ceiling? However, that wire with a wirenut just hanging looks sloppy.

I have the same transformer but it's mounted in a box in the attic.
Which is now prohibited in many locales. Some even require the transformer to be
mounted @ the breaker box and on its own breaker to boot.

Quick way to test is to disconnect one of the wires of the transformer and then check to see what doesn't work (door bell, outdoor sprinkler system, telephone accessory). If everything still works it could be for something that was disconnected years ago and you could probably remove it safely.

Well our house was built 1956 and nearly everything has been checked out by a licensed Electrician.
Why would it be banned when there's literally dozens of metal electrical boxes mounted in the ceilings
and into the attics of millions of homes?

Though I don't see anything obviously dangerous or illegal there (assuming the wire nut is on a 12v wire), that is absolutely horrendously sloppy workmanship.

That's likely not original.
It looks like someone dropped the original box (tearing the sheetrock), ( actually it looks more like someone pried the sheetrock down and shoved it back ) fished the low voltage wire, put the box back, piggy-backed a box to hold the transformer and then put the porcelain or plastic light fixture back.
