Internet Down—Why Does Mac Print but PC Doesn't?

Our RCN cable has been down for over six hours. My wife was trying to print from her PC to our network printers, but nothing happened. However, I can print from both my Macs with no problem. All the computers and printers are connected to the router, not to the modem.

The printers have network LAN addresses, 192.168.xxx.xxx. The computers are all DHCP. The router is a generic LinkSys.

What's the problem with the PC?

Actually, it was shut down after the Internet went out, subsequently booted.

Can't see what difference that would have made, though.

The first thing that comes to mind is that your router flaked out when the modem kicked and it's not serving IP addresses.

The Mac can print via Bonjour, but the PC can't see @#$%& because it doesn't natively support mDNS.

Have you restarted the router?

No, haven't.

RCN just came back, and it's bedtime, so I'll wait until tomorrow and see what happens if I just disconnect the WAN connection from modem to router.

I would open a command line window (Powershell if you are a real windows dork) and then type:
c:\ ipconfig /release
wait for the output
c:\ ipconfig /renew
wait for the output

Now see if it works. This tells the PC to refresh the TCP/IP assignment.

With RCN back up, the PC sees the printers again!

Wife is on the computer, so I can't experiment; maybe later, or tomorrow.

If we just had a LAN with no Internet, i.e. just a router, would the PCs be able to get the TCP/IP assignment from the router? If so, then I don't understand why the inactive modem "kicked" the router into "flaking out". But then, there is much I don't understand. . .
