Because it can quickly be abused. It is (or at least used to be) against the rules. And allowing it on the first Monday of the month was created to allow regular to do this.

Sorry for causing confusion, gang. I thought every Monday was Free Monday around here. I didn't know that the first Monday was the Free Monday.
