Even Police cars were being hauled off by wreckers. Is this just because of the weather, as stated, or fault of road construction, too?

Happens to chip and tar roads. I recall st Louis summers and getting my bike stuck in a patch of tar. It was cool ! (makes stuck Dinosaur sounds). My big sister helped me get it out.

Different states have different standards for road construction. I would expect the vast majority of Texas to specify the use harder and higher melting point tar for their bitumen, but contractors have been occasionally know to save money buying cheaper and softer grades. The hottest July on record and one of the most severe droughts in recent history just makes it more likely to find the problem spots.

In July, a plane was grounded after its wheels sank into softened asphalt at Reagan National Airport. [now.msn.com]

I'd expect a mess if I was sealing my driveway in a thunderstorm too.

Concrete. Not that much more costly than asphalt.

Edit: I see they were seal-coating and the rain washed the rock away. Pretty rare occurrence.

Saint Cloud, Minnesota, where the weather is wonderful even when it isn't.
