iPhone activation question

Walmart has a deal for a 64GB iPhone 6. I'm thinking about getting it for my son. It will NOT be used for cell service. Basically, it'll be like an iPod Touch. He's currently got my wife's old iPhone 4s, but it's getting old and slow.

I know it'll need a SIM in it to activate. Can it be the old, currently inactive SIM from my wife's old 5s? I know the micro SIM in the 4s won't fit the nano SIM of the 6.

I'm not sure what you're going to do with it.

My 4s, replaced be an SE, is now an iPod, and without using a SIM. I pulled it out to use my 5s SIM.

Now on the SE, I've 'retired' the 4s for now. I didn't put its SIM back in, and it works as an iPod.

Supposedly you can set up an unactivated iphone using iTunes and a USB cable to a laptop . Sim not required. I haven't done it though.

It was on Dealmac. It was active as of this morning, but is now showing expired. I decided to pass on it because I read the reviews and it appears that Walmart doesn't actually "refurb" them. Several complaints about dead battery, parts not working, etc. Wife decided to bite the bullet and give him her old 5s. She keeps it as a backup in case her 6s dies. But she's likely to get an iPhone X in the not-too-distant future, so I don't think she'll ever need the 5s anymore.

I assume this was the $155 deal, which is pretty good. However, I agree that after reading these reviews, this may not be such a great deal after all.

I need to replace my daughter's iPhone 6, which has developed the "iPhone Touch Disease" and my mother's iPhone 5 is biting the bullet, so I'm looking for a deal on 2 phones. AT&T has BOGO iPhone 8, which works out to $350 each, but that is above my budget.
