iPod shuffle (4th Gen) - Can't restore to factory defaults. Error 1429. Any remedy?

Just got this iPod (used), and was trying to do a factory restore. Getting the dreaded 1429 error when I try to do that in iTunes:

I've tried using disk utility to format a new partition, repair the partition. iTunes goes through the motions of the restore but them kicks out the error above.

I only have one of the charging cables for the iPod, but I have tried it on different USB ports and different computers. I fully charged the iPod.

Any other tricks to try on this before giving up?

Apple support sez it "has reached the end of its useful life", and that 1429 error points to a hardware issue.
