It seems to have its origin in the celebration around the Roman goddess Februa. In addition to the ritual blood-sacrifice and festivals, a procession was sometimes held in early February to herald the spring and celebrate birth.

Christians tried to tie the event to Candlemas and after the sacrifice of women to celebrate young men reaching puberty went out of style, they opted to embrace the ritual rebirth of the world with bear-rats.

This waned in popularity throughout Europe, but somehow thrived in Germany and some Eastern European nations where they were more about the bears and less the rats.

German settlers in the New World appear to have brought it here.

There's some truth to the theory that an early spring may bring hibernating animals out early, but dragging a domesticated animal out from its cage is hardly the same thing.
