May be a poor choice of adverb, and while alliterative, it is not redundant.

Decisive is an adjective.
Decision is a noun.

"Space-time made a decisive decision, and his team applauded him."
"Space-time made an indecisive decision, and his team questioned him."

If I was an editor, I would not recommend using it that way.

"Space-time demonstrated his decisive nature, and bought bagels for the team."
or
"Space-time decided on bagels."

Redundant, no, not literally.

It does sound unnecessarily and/or somewhat awkwardly repetitive, but not redundant.

If I was an editor, I would not recommend using it that way.

And if I were an editor, I would agree.

Decisive choice, or emphatic decision.

Okay, maybe not redundant. But very poor phrasing.

I would ask what exactly is the intended meaning, and advise rephrasing accordingly.

In general, I can only imagine using those two words paired together as a form of humor or irony.

Like a comedy sketch in which President Bush says, "I am the decider! I will now make a decisive decision!" (mocking him)

Or a comment on a proposed compromise: "Well that was a decisive decision!" (sarcasm)

Or a criticism. "What a waffler! He never made a decisive decision in his life!" (mocking again)

OMG! I didn't realize.

In this case, neither answer to the poll quite applies, because the construction is being used as a form of double-speak. By "decisive," he really means the decision he wants.
