Couldn't just use ammonia-based window-cleaner? Maybe not this. Could be toxic in the wrong context. Hard to say whether it's appropriate without more details.

...Or fry some sardines?

How stinky, does it need to be food safe?

It used to be possible to buy small samples of natural gas odorant (2-Propanethiol). Make a "surprise" box with a drop of this stuff on a cotton ball, reseal it inside a an Amazon shipping air pillow that gets ripped open when the box is opened.

You can also buy skunk glands.

Edit: A "safe" food product to use would be surströmming.

I got my mom a bottle of bobcat pee to chase off a bunch of chipmunks that were trying to take over her garage. This stuff is EVIL smelling. A tiny bit on a cotton ball would be devastating in an enclosed space.

I am scratching food-safe, as it would complicate mulitple possibilities.

Hang on a second. Here you go. Just soak a rag in some (ideally nearly expired) milk and let it sit out in the sun for a couple of days. Not much I've smelled that's nastier than that. Although rotten potatoes are a close second.

In my youth I worked in a nature program. One of the activities we had was scent identification. We had different things in plastic film cans. The kids had to open them up and figure out what they were smelling. On returning after having the week of July 4 off, we found that the can with a slice of onion in it became the strongest, most foul smell any of us had ever come across. Just opening the lid for a second would contaminate an area of at least 10 feet in any direction. This was in a covered, but basically outside structure.

Looking back, I don’t know if it was as bad as some of the other things people immediately think of, or is it was just so unexpected, but I think it would qualify for one of the strongest “natural” odors I’ve come across. I don’t understand anything about the chemistry of what might have happened. Maybe it had something to do with the chemical in onions that makes your eyes water, but whatever it was, it putrified and became much stronger. I would say it didn’t have the “edge” of a strong onion smell, but it was much more potent. We (the staff) continued to use it as a prank on each other for the rest of that summer.

And if you want to be really cruel - put whatever you decide upon in the AC intake. Just put it on top of the filter. It will distribute throughout the structure and won't be quickly located (as people don't think to look there)
