Migrating to a new Mac: Advice Needed

Friends,

I'll be migrating my mid-2011 iMac High Sierra to a mid-2017 iMac Catalina system.

I've been advised to migrate only "users," not applications or settings.

Is this an advisable approach?

If so, what is the best way to get everything back up and running after the initial migration?

If not, advice?

I migrated everything from 2012 mini Mojave to a 2018 mini Catalina with no problems. The few problems I did have had nothing to do with the Migration.

I would migrate everything, unless you’ve been having persistent problems that you think reinstallation of apps in settings would fix.

Per our discussion below, it looks like CS 6 will run in Mojave -- can you install it rather than jumping all the way to Catalina?
