He may have meant "calculating" instead of "rational". It is not an uncommon substitution by non-native English speakers when describing the type of actions Iran is taking.

I'm inclined to believe that painting the Iranians as nut jobs who would blow up their world in order to destroy Israel is probably a bad way to determine our policy regarding that country.

Yes, translation involves both use of words that have a range of dictionary definitions and that also have connotations attached. So at a literal use of the word "rational", his use of it is quite correct as Iran appears to have a plan of action they have thought through. But the word also carries a connotation that for many English speakers would indicate use of a different word.
