Except the start of the proposed line is 100 miles away from L.A.
IMO, the line has to get over Cajon pass and link up with a Metrolink station to really be an effective/attractive alternative.

Especially EasyJet, even with all the fees.
A two hour flight is often a 10 or more hour train ride.

Most highway funding comes from excise taxes on gasoline. You also pay fees you pay to the DMV to register your car that can go to transportation projects . Toll booths are another way of collecting fees but not the most common.
