Does this mean that people without coverage will have to pay if they go to a hospital emergency room (where currently, by law, they must be treated) ?

It will be interesting to see how many individuals and employers opt out of coverage and pay the tax ( assuming the IRS can find them).

If Massachusetts made RomneyCare work (98% are now insured), why do you think the US can't make ObamaCare work?

and the uninsured was only 6%

the national figure is more like 16 %

Barely, Romney left behind a budget that was in balance for a very short time. There were tax cuts and other revenue changes he left behind that immediately created a deficit as soon as he left office in 2007.

As for the percentage of uninsured, it was high enough that the state was facing losing nearly $400 million in Medicaid funding due to that.
