It's a promise to big business rather than the unwashed deplorables, so they need to work out backroom deals to make up for walking away from a campaign promise.

...which, based on past performance, means he'll change his mind. Or at least he normally would, unless big bucks are at stake for the Champion of the Common Man.

BTW, this is a week or two ago, but remember how the new Sec of State used his regular corporate email when he was CEO of Exxon Mobil, except when he was discussing climate change? He had a different email, with a pseudonym for that?

A bunch of those emails have disappeared:

The lawyer said the account was exempted from a "file sweep" that prevents emails from being automatically deleted - an issue “limited to the Wayne Tracker account.”

Tillerson, whose middle name is Wayne, retired from Exxon in December after 41 years with the company. He has refused to admit the company knew about climate change decades ago.

Yes, everybody at Exxon that communicated with "Wayne Tracker" knew it was the CEO's cover when discussing climate change (which E/M had no idea they might be linked to!). But oddly enough, nobody thought to archive those emails, unlike every other email at Exxon Mobil. Huh. Bummer, judge.
