House Dems approve subpoena for White House security clearances probe and 2020 census investigation.

The House Oversight and Reform Committee on Tuesday voted to authorize three subpoenas as part of Democrats’ increasingly aggressive investigations into the White House security clearance process and the Trump administration’s efforts to add a citizenship question to the 2020 census.

In a party-line vote, the committee authorized Chairman Elijah Cummings (D-Md.) to issue a subpoena for former White House Personnel Security Director Carl Kline to testify before the panel about his role in approving security clearances. The panel also authorized subpoenas for documents from Attorney General William Barr and Commerce Secretary Wilbur Ross related to the 2020 census.

Short story:
Citing Census Bureau research, the groups suing argue that asking about citizenship status will depress census participation among households with noncitizens. That could lead to an undercount of immigrants and communities of color, which would have major implications for the way political power and federal funding are shared over the next decade.

Pressure is mounting to resolve all of these disputes by June so that the printing of paper questionnaires for the census can proceed as scheduled.

I really don't think this is a hill we want to fight for. Frightened migrants are not going to respond to census takers no matter what the questions will be asked. IT also seems that knowing how many citizens and non- citizen are in the country should be one of the purposes of the census. If it can be proven that asking the questions will result in changing the true numbers, apply some math to adjust.

Anyone really feel strongly about this?

federal funds and other programs depend on the numbers of residents in a particular area. If you intimidate residents into not answering the census, then you lose unknown numbers of actual people. It's not a citizenship survey. it's a population survey.

Representation in Congress also depends on the Census. It is based on the total population., not citizens, of the country and the individual states.

It's kind of critical to our government.

Representatives shall be apportioned among the several states according to their respective numbers, counting the whole number of persons in each state, excluding Indians not taxed.

...I'd like this part tested in court:
But when the right to vote at any election for the choice of electors for President and Vice President of the United States, Representatives in Congress, the executive and judicial officers of a state, or the members of the legislature thereof, is denied to any of the male inhabitants of such state, being twenty-one years of age, and citizens of the United States, or in any way abridged, except for participation in rebellion, or other crime, the basis of representation therein shall be reduced in the proportion which the number of such male citizens shall bear to the whole number of male citizens twenty-one years of age in such state.

...Penalizes states that disenfranchise a man for any reason other than participation in a crime by reducing their representation in the House. In theory. It has never been enforced even when courts have held there to be clear violations.

...Note that without the ERA this clause seems to protect only men's votes.

And where does this "math" come from? The fever dreams of people with a political agenda?

Every community will have a different mix of citizens and non-citizens, with different levels of fear/apathy, or other factors inhibiting participation in the census. The best way to get an accurate census is to encourage as many people as possible to participate.

The question about citizenship was dropped from the census after 1950. Why is it being added back now? There is no doubt that it is intended as a complement to voter suppression -- as a way to limit the political power of those people who live in regions of the US that have significant immigrant communities, be they documented, undocumented, legal residents, or voting citizens.
