Where in the Constitution and other places does it say the president has an obligation and duty to look at corruption?

Technically, he does:
Article II, Section One, Clause 8

"I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the United States, and will to the best of my Ability, preserve, protect and defend the Constitution of the United States."

That last part about preserving, protecting, and defending the Constitution has a certain implication to pay attention to that which would not preserve, protect, or defend the Constitution.

On the other hand, when you're "investigating" by way of asking foreign nations to help out against your political opponents, that's where a majority of the nation is gonna have a disagreement.

He'll find that out in time, while 100% denying it's wrong to do so, because he never makes mistakes or has bad judgment. He is indeed, functionally perfect. Just ask him if unsure.

PS- I had to chuckle just a bit with this afternoon's unhinged bluster about an impeachment inquiry started in the US House being "unconstitutional".

A constitutional law scholar, he ain't. But neither are his supporters.
