California adopts stiff pollution rules for ships

California regulators adopted the world's toughest pollution rules for oceangoing vessels Thursday, vowing to improve the health of coastal residents and opening a new front in a long battle with the international shipping industry.

The rules, which take effect in 2009, would require ships within 24 nautical miles of California to burn low-sulfur diesel instead of the tar-like sludge known as bunker fuel. About 2,000 vessels would be affected, including container ships, oil tankers and cruise ships.

International negotiators have struggled for decades to reduce pollution from oceangoing vessels but have been stymied by opposition from shipping conglomerates.

Federal legislation to control vessel emissions in U.S. ports, sponsored by Sens. Barbara Boxer and Dianne Feinstein, both California Democrats, has been opposed by the Bush administration, which favors deferring to future international regulations.

California's new regulation will have a global effect: 43% of all marine freight imported into the United States, much of it from Asia, moves through the ports of Los Angeles and Long Beach.

You've got to be kidding. I suppose you'd have them throw out all the coast guard safety requirements that those ships have to meet too, since that would be "regulating commerce" given your apparent application of the term.

Californication continues to circle the drain. The only problem is, after the leftists have
completely bankrupted the state with their liberalism, they'll look to Congress for a taxpayer-
funded bailout. The people of California (not the rest of us) should suffer the consequences for
their voting habits. It's the only way they're gonna learn that liberalism is the cause and that you
can't keep penalizing the producers to reward the losers without adverse effects.
Maybe next California legislators can hold about 6 months of hearings about the Bush administration.
That should put bout 20 billion bucks into the states coffers. California goobernment's newest theme song,
Wasted days and wasted nights....

If you knew the definition of the term as opposed to it's political component, you'd be surprised at what you hate actually means.

California elitist dweebs starve in the dark and go broke doing it.
If I owned a shipping company, I think I would look at putting a port in on the Coast of Mexico.
Since Mexican Trucks can now freely enter our country, it would make good business sense.

It will be interesting to see how this plays out. While CA can certainly regulate vehicles licensed in their state, how will they control foreign flagged ships ?

I expect the only real method will be to deny port facilities. This means, of course, that the local tugs will get more business, and the port facilities will get more money. So everyone profits !

If California is so concerned about pollution, then why are they allowing the sections of the Bay Bridge to be fabricated in China?

The Chinese steel industry is far behind other countries when it comes to controlling pollution. Much of the electricity in China is generated from coal.

Then those sections have to be shipped across the ocean on ships burning the bunker fuel.

That temporary bridge won't ever carry traffic. Instead, it will be used to assemble and support the 28 winglike steel pieces - 14 for eastbound lanes and 14 for westbound - that will make up the deck of the new Bay Bridge. Those sections will begin arriving from Shanghai, where the bridge is being manufactured, late this year along with the four steel sections of the tower.

There will be exemptions, implementation delays, allowances and maybe even fines.
Some politico(s) somewhere will go on record.

Huh? You do know that the Coast Guard is owned and operated by the the Feds, right?

And that they are enforcing Federal laws, right?
