The fault here, once again, lies with the SCOUS. In Citizens United, they CREATED law, and didn't bother to do the dirtywork details that Legislation requires. Essentially, they said that there is a line you have to cross to be considered a Tax Exempt entity, but didn't bother to establish in any way where that line is.
