Are you trying to grow desired plants through the fabric?

if so, get rid of the fabric as you are cooking the soil which hinders healthy plants. Just put the mulch down and weed. The weed count will drop over the course of time as the plant and seeds are removed. Eventually you'll have very little unwanted plant growth.

i think landscaping fabric is better underneath pebbles or in areas where organic material doesn't collect.

That's what we've done for years. Takes 3-4 layers to do any good. It's about a cheap as you can get.
We've found that weed roots will grow right down through weed fabric and get intertwined into it.
