Thinking about it some more, the big deal with Time Machine is the plug in a drive and Time Machine will prompt for backup setup automatically and then will run every hour without further configuration. Also, delving through the backups is easier in the since that you can visually roll back the clock while looking for an older version of the file. Some people work better with such an interface.
However, if you know the name of the file you need to restore, CCC, works well enough. Open the archive folder on your CCC destination and either manually dig through or perform a Spotlight search for the desired file. Now drag and drop (copy and paste or Terminal file copying commands also work fine) the file to the desired location.
There seems to be a lot of confusion regarding how these different backup options works. Perhaps I am likewise confused, but I'm not seeing how Time Machine's backup is more efficient than the CCC setup I described.
