Work in an RGB colorspace from the start (before scaling). Scale to 150% of the final size, use the Despeckle filter and then the Add Noise filter (2%, Gaussian, Monochromatic). Repeat the Add Noise filter to-taste. Then scale to the final size.
It would be awful for print, but the technique usually works well for web graphics.
Edit: Oops! 'Just noticed... "i don't have Photoshop"...
Hmmm... tough one! GraphicConverter sucks at scaling.

Your friend needs to consider more suitable imagery for her site. Or come up with another way to express what the image is conveying.

Photoshop is kind of indispensable if you going to do websites. Nothing wrong with an old copy off eBay.

i have a Classic copy of PS 5 or 6 i can jiggle. PS makes me nervous - i'm so lost in it. not that i'm much more versed in Graphic Converter, either. i'm not really a designer - i just play one on tv. i do my own website because i can't afford otherwise and this project is just a little favor for a friend.
this picture is of the cabin my friend rents. can't get much more suitable image than that.

i tried your technique with PS 5 and it got it pretty close. the pic quality is, understandably, so different than the other photos i have. she can make the call as to whether we'll use it. thanks for you help.

Graylocks, I understand. I think we've all been there. Spend a weekend with the Visual Quickstart Guide for your version. I guarantee you that things will be looking up by Monday. You should be able to get it for a few pennies on Amazon, used.

thanks, MG. actually, i've worked through parts of the Photoshop Classroom in the past. the problem a user like me runs into is use-it-or-lose-it. PS skills decay in this aging brain when i only need to pull it out once a year or less. same thing with the web design program i use, Freeway Pro. i design a site every 3 or 4 years. i just redesigned my site and since my friend needed a little one, i told her i'd knock it out for her while FW was still fresh in my mind. if she'd asked me 6 months from now, i probably would have said no given how much time i'd have to spend reacquainting myself with the app by then.
