FWIW, I had data roaming turned off but that didn't stop the background data.

We have four iPhones and switch to Airplane mode when we get close to the border. We use TextFree for texting each other (but not others in other countries) via wiFi. Skype for voice which I highly recommend. textPlus looks good.
