Not a bad idea. You pay according to how much you drive. Everybody pays. There's not need to catch people or track them down.

The only hiccup I see is that out-of-staters might howl, which would lead some people to want to do it nationally. Which would lead to temper tantrums from the right, who are like the dumb kid in class who holds everybody else back.
