iPad 4s are in Apples refurb section now. Along with the iPad mini.
According to linked article, iPad 2 and iPhone 4s have similar hardware, but Siri was locked out of iPad 2.
Google's app for iPad does a better job of searching than Siri. There are about 5 apps similar to Siri available for iPad 2.
