Somebody want to give a three sentence summary of what App Tracking Transparency & 14.5 is all about?

Blocks one type of tracking between apps. Leaves thousands of other types untouched.

They can profile your device in a split second and track it 99.999% as easily.

Correct. Apple is threatening to ban apps from the App store that use some of those methods, but how effective that would be remains to be seen.
