it starts with a regular valve but around 2' mark it changes to a ball valve... and around 8-9' mark he puts some packing rope in there.

Rich Trethewey of This Old House, said he makes his own packing rope out of Teflon tape.

I found a product page for a similar one. The packing is PFTE for their version. I'm a little dubious that it will be an easy job. Almost easier to replace if it weren't in that specific location.

Of the ball valves I have worked with, the stem was either sealed with o-rings or some type of packing. About a third of the valves used o-rings, don't know what the fraction is across standard valve used in residential plumbing. Depending on the design, the packing nut could be a pain to get at or require either the right type of standard tool or a special tool.

exactly what I'd normally do. Although the valve is barely 12yo.
But I'll have to maintain in this case.

You’ll wish you replaced it when that pot metal handle breaks off and you have to leave a vise grip permanently attached.
