If he wants something different, he could polish the metal and then give it a clear coat to keep it from rusting. Lot of work though.

actually, this is what he wants with the frame. he decided he got the raw loom once he sanded it all down. he put clear coat on that. it's the fork and stem he then wanted black. he didn't polish though. what kind of polish should he have used?

Painting bare metal gloss black should just need one or two thin coats of primer after sanding with 600 or 1000 grit. The automotive etching primer would be good. Let it dry a day (longer if it is below 65 F) and then thin coats of paint.

Body oils on the metal can reduce bonding. The cleaning before painting depends a little on if it is latex or oil paint. I would use solvents but they require a lot of knowledge to use safely. I would say put rubber gloves on and then use a teaspoon of of TSP in a half cup of water and scrub with a Scotch-Brite type of pad, wipe residue off, rinse with water and dry quickly before it rusts.
