Ignoring the temporary change that expired, for people above certain income levels, their January paychecks are always less than their December checks, because Social Security (plus a few other deductions) have limits on how much income per year they are withheld from, so towards the end of the year the limit is reached and no Social Security is withheld from those later paychecks, but come January you start over again and those withholding start again.

This has been going on since Samintx was a child.
