iCloud mail - items keep reappearing in Junk Folder

I keep getting mail showing up in my junk folder that is not junk. I have both bulk and individually "not Junk" them - where they temporarily move back into my INBOX, but then they just reappear in my Junk folder again and again.

Has anyone else experienced similar and do you have any ideas how to fix for good?

I put my mail back in the training mode for the time being.
I went through the help and could not find the NOT JUNK button.
