Not really. They were household servants at the Mansion. Many of those folk got pardons and perks. Weird ? Well, yeah. But legal ? Yes to that as well.

Governor pardons = it's nice to be the King.

Five of the prisoners -- including Gatlin and Hooker -- worked as trusties as part of a state rehabilitation program that allows model prisoners to work as servants and handymen at the governor's mansion. They had access to Barbour practically every day, according to people familiar with the program.

Give the guy the benefit of a doubt. Consider that having actually met and spoken to those men he might have a better idea of whether those people were rehabilitated than the general public does.
