Need opinions - are these two different photos of the same person?

Long story short:
I was perusing historic photos of the city where my Dad grew up, and discovered one taken when he would have been 11 years old.

A family photo of him is on the left (unfortunately undated), and a crop of the historic photo I found is on the right (from the date it was taken, it would have been right around his 11th Birthday).

So - am I being wishful/seeing things, or does that look like it could be him on the right?

Darn close, that's for sure.

Hair on the right has more of a wave, but that could be bedhead.

Not 100% sold on the ears.

My best guess is yes. Here's the clues I am looking at:

The prominent chin bone on both
The wide nose and narrow mouth on both
The puffiness of the lips on both
The most striking thing is the exceptionally long forearms on both.

I think it is.
The mouth, nose, shape of the face, and the same glasses make me think it is the same person.

Hair parted on the right is less common. I can't tell where it is parted in the left picture.

It was a VJ-Day Celebration in the Chinatown part of the city; in the full photo he's holding a 48-star US flag

Both elbows are knotty. Both have a propensity to wear horizontal stripes.
