How do I create a group phone directory/contact list? Best app?

Hi,

I'd like to create a group phone/contact list for a couple of people to use in my business. Suppliers/vendors/customers, etc.

Is there a better app than Contacts? Google docs?

I'd like to access from iPhones, Android would be good. Mac and Windows would also be good.

Does 1 person have to manage? Or, can anyone add contacts?
