why is time machine backing up EVERYTHING each time?

I know TM is only supposed to back up changed files, but it appears as though my recent hard drive upgrades and subsequent data migration has time machine thinking that with each backup, it needs to backup all of my data (all 1.8 TB of it).

I know files change a lot, but I'm not changing everything on this system that frequently. Under my previous setup (exact same OS - 10.6.5- and system I'm running now, only with upgraded drives), it seemed as though it would only update files as needed. Now, it's grabbing everything.

any tips or tricks from you folks on this one?

I make use of CharlesSoft's Time Tracker to peek behind the curtain and see what Time Machine is doing - and decide what to have excluded from being backed up.
