I have this "dispute" with a (what I thought was a) "friend." He loaned me $40 via PayPal. Well, now I go to pay him back via PayPal and my account has been temporarily locked (long story) so I email him and ask him for his snail mail address so I can send him a money order. He doesn't reply. Instead he files a dispute via PayPal - even though I told him while it's locked I cannot send/receive or refund any money - I even sent him screenshots of my account! So he disputes it FURTHER via payPal.

So, like I told him a couple days ago - I would send him a money order on the 3rd (today). I got his address from the PayPal dispute info and sent the Post Office money order to him PRIORITY MAIL & CERTIFIED. I email him back with all this info including the tracking number and scans of the money order receipt and certified mail receipt showing $40 money order was sent today. I even checked the tracking number and it says it was sent today.

He has yet to respond.

I'm worried he's going to continue to dispute via PayPal saying he never got the money. I went into PayPal and responded to the dispute saying I had resolved the issue via other means besides PayPal. I uploaded the scans of the documents aforementioned and the emails I had sent to him that have gone unresponded. Now PayPal is reviewing my "evidence." I hope they rule in my favor.

So, how or can I even tell somehow if he has cashed the money order after he receives it???

Who cares if he cashes the money order? You sent him protected cash (the MO) via certified mail which means he received it. You can't make him cash the MO. You have done all you can do.

I have been able to tell that bank money orders were cashed, but I have no idea bout the Post Office.
Last time I had Paypal review something and uploaded documents they responded quickly and favorably. Good luck . . .

I doubt he'll respond to ANYTHING that you've done. He is a criminal and knows that now is the time to keep a low profile - at least, he should...

Well about it being locked - it's a really long story - but long story short THEY say there were some "suspicious transactions on my debit card" that apparently violated their "acceptable use policy." I think that maybe this transaction between my friend and me may have been "suspicious" but I don't know HOW or WHY!?! They locked it for 6 months and to this day will not tell me exactly why - I've emailed them many times regarding these suspicious transactions (I didn't even know they could see what I put on my debit card?!) and called them many times and all they tell me is "This cannot be appealed sorry." I even asked the rep "What am I supposed to do about buying and selling on ebay?" and he said "You can't anymore!" and laughed at me. Then he said "You shouldn't have sold what you sold on ebay." And I said "I HAVEN'T SOLD ANYTHING ON EBAY FOR YEARS!" He just paused and repeated that it cannot be undone. And no - no one has hacked my account.

I have NO idea what I did wrong and they won't respond to me. So, my account is locked from doing ANYTHING - I can't even open a new account with a new bank account. PayPal can suck it.

I typically miss delivery on Certified Mail and it's 1-2 weeks before I finally have whatever it is in my hand because the I can't get to the post office during their business hours.

If it's any consolation the same thing happened to me. My credit card is permanently locked out. I know how it happened though-- I was having trouble getting a payment to an online service to go through (protonradio.com, you perverts) and the service suggested I try creating a different account via a new gmail address-- tried it twice; then found out I was effectively banned (by phone, like you, although I was told by simple androids-- it sounds like your laughing android at least had an emotion chip). Figured out later that the card is locked out, not me, so now I get around it by linking a new virtual credit card number every month. I don't know if that's helpful but if you could get your bank to issue a new card with a different number you may be up and running again.

Well, I asked the postal employee what the best route would be if I needed hard proof that they got it and signed for it -and she said Certified mail. You have to sign for it - of course - but if you're not there they leave you a card to come to the post office. BUt I can't control what he does now. I've done my bit.

Well, here's what I did after they locked my account:
- Opened another PayPal account using a different email address and linking it to my savings instead of checking. However, in a few days they found out it was the same address and name as the locked account so they locked that one too.

I DO sell on eBay and I buy crap from eBay all the time - but now what can I do? I can't sell or buy because no one accepts anything BUT PayPal....? UGH.

So, I'm getting my sister to make a PayPal account and then put money in it and use it to buy and sell at least for the next 6 months.....ARGH!! 6 MONTHS!??! Isn't that a bit steep!!?? I hate PayPal.

SO now I log in and it says I have a -40 dollar balance. PayPal is HOLDING the $40 I supposedly have yet to pay this @#$%&. So I called and got the NICEST PayPal REP in the WORLD - she was so friendly I almost cried. She said that it was being held because of the dispute - I explained what this guy was doing to me and she said "Wow - you don't need friends like that!" I told her I uploaded scanned documents (money order receipt and certified mail receipt w/tracking number + emails I have sent to Mr. Asshat and she said "What you did was REALLY a good thing to do." So I'm pretty confident that PayPal will see that I did indeed send him a money order. Funny thing is I looked and it said "If we need additional information we will contact you by March 31st!" LOL! So he could be waiting until the end of the month if I hadn't sent the money orders!

UGH - what a mess and a lesson learned.

This is a big part of the reason I hate using ebay. I cut way back after ebay bought Paypal and pretty much stopped entirely after they required Paypal as a method. Then there was the mess when people here set up an account for Katrina, and then... VTPKL.

As for the suspicious activity - I think they thought I was selling porn on ebay because they mentioned in a email about not selling anything they deem as obscene. The fraked up part is I haven't sold anything on ebay in years! And after attempting to explain that in my emails and on the phone - they just don't care - "You cannot appeal this" and "We decided to part ways and not do business with you..." WTF!!?? WHAT DID I DO!??! I DIDN"T SELL PORN ON EBAY!!!!!!

Yeah - I wanted to get it to him ASAP without paying for overnight delivery - and hard proof/evidence HE signed for it - for Certified mail as you may know I'll get back the card HE signed. Now thanks to you I know I can go to the post office and get a copy of the chased money order! COOL!
