Several areas come to mind - Belleville in the 20th is the first neighborhood we stayed in. It was pretty much the Arab quarter but I've read that lots of artists are moving in. There was food everywhere, and each small neighborhood has a full complement of shops (one of the many charms of Paris).
The Marais is lovely and full of small shops and cozy restaurants, but it might be more expensive since it's so popular. It isn't as touristy as one might expect and we'll probably stay there the next time XXXX and I go.
Of course, there is always the Latin Quarter. The area around Shakespeare and Co is crammed with students and, once again, lots of cool little shops.
The great thing about Paris is that there are parks and stores and restaurants just about everywhere. These are my three favorite neighborhoods, but I am sure others can recommend more.
