Running FMP9 OSX (which creates fp7 files compatible with 8.5 on an XP machine).
Need to know if it is possible for one Table{1} within a Database to create and update records in another Table{2}. If so, how to accomplish? Or, would it be necessary to populate Table{2} and just use it for Look-Ups in Table{1}?
Any links would be greatly appreciated too.

What is it you're trying to do? If you have an item that is represented in two tables and you want data entered in one to show up in the related record in another table, then you need to form a relationship between them.

The key is for the record to have a unique identifier to base the relationship on. An example would be a customer number, or an item serial number. That becomes the related field.

In Table #1 you enter the info, let's say it's "color" and then in Table #2 after the relationship has been formed on the record layout you can add the related "color" field from Table #1. By default the layout editor will offer you fields from Table #2 but you should be able to switch the field selector to show fields from Table #1.

Once that's done when you look at a record in Table #2 if the related record has content in the "color" field it will be displayed from the record in Table #1.
