End-of-rope PC Troubleshooting.

I know everyone's a mac user, but I'm trying to save my father's Dell from death, and I'm at the end of my rope. The problem is: It'll power up, but not post. The DVD/HD spin up, the fans spin, the lights are all normal, but the bios don't load, and it doesn't boot. Nothing displayed on the monitor. I've tried:

Reseating ram/tested each dimm, they're fine)
Removing usb devices/removing all cables besides power
Booting w/all sata drives disconnected
Replaced power supply/motherboard (recycled ram and C2D CPU)
Check all internal connections, they're fine
Replaced CMOS battery, cleared CMOS with motherboard pin too

Just wondering if anyone has any suggestions before I toss this haunted system.

On two separate boards? I replaced the mb with a known good one.

You didn't mention the video card. is it on board video?

also, does it beep at startup at all?

Onboard video, (Intel 3100). No beeps, unless I pull all the ram, then two beeps (the bios code for no ram). It's the same for both boards.

do you have a spare CPU? seems that is the only piece you haven't tried yet.

No spare CPU. I could try booting w/o it, to see if it trigger the right no CPU beep code. This problem has me flummoxed. Trying to save money by not buying a new pc. I've essentially created a new computer already.

I would also try another processor before doing anything else. They are cheap on fleabay.

Model Number, Chipset if know, OS, brand and model of HD, how are the keyboard and mouse connected?

Why are you trying to get it running again instead of just putting the HD in a new PC and migrating all the user data?

Inspiton 545s
Dell (Pheonix) BIOS
Win 7 Ultimate
Seagate Barracuda 750gb (Stock Drive)
USB Keyboard+Mouse

Money! Plus he's one of these old people that CAN'T TOLERATE the smallest change. I do have a cloud based backup of all his data. That's no problem.
