I do not understand how a modern large city could have this problem.

Rabid over-paranoia about bacteria that we have lived with for millennia..... Combined with a "zero tolerance" mentality.

Probably true if you are a healthy individual. Not so much if you are not.

Portland's water system has these reservoirs as storage systems for its treated drinking water. I don't know if they are open to the environment or not. IMHO, they should be protected from outside intrusion. Are they?

No. One cow poops in a stream above a reservoir, it doesn’t cause elevated levels well downstream three days running. Portland has open air reservoirs, and some contamination is inevitable. This is way beyond what’s normal or typical.Quote

So one bovine excretes in a stream above the resevior, and you close it down?

I don't know that this occurance meets (nor know that it doesn't) meets an actual dangerous level. If it does, great.. I applaud their actions.
Somehow, I suspect it doesn't.

Why would they not be doing exactly that.Quote

Also, some Chipotle locations are closed,
then you know it's bad...
the main thing that would concern me is restaurants not throwing out all the ice they have right now and then sterilizing all the ice machines and storage containers. Otherwise you're going to get contaminated water with your soft drink.

They've done so in the past.
Quite a few restaurants, cafes and bars are planning on closing.
Considerable losses of prepped food will be lost by quite a few establishments.
