Plant ID?

Came across this strange plant near Redding, CA. The base and leaves of the plant look exactly like the fuzzy common mullein but I have never seen any with flowering parts like this.

That is a crazy plant. The perspective of your photo makes it look huge (and ominous). How big was it?

looks like mullein on steroids

called lambs tongue weed around here I have a couple on my front lawn in a patch of blue flag. I used to drench 'em in roundup but lately I figure there's some beneficial caterpillar that likes 'em so I let them grow for that au naturel look. ( aka I don't care any more ) Hey some weeds are actually a bit interesting. 5 foot tall flower.

I can quite see how BernDog might be a little annoyed, arriving late in the discussion.
But the context really did need to be edited out, so what if I provided a new context?

Say, for example, a bunch of regular posters all claimed to be The Birthday Fairy, all at the same time?
