I think that would have made the decision a lot easier for many people - a hybrid device that runs both iPhone apps properly and iPad apps properly.

Is it something about the screen/resolution that prevents it or is it an "artificial" limitation imposed by Apple?

The iPad-only versions are designed to fit the larger iPad screens, be operated with two hands, etc. Those versions are specifically designed so that they would not be usable, or details not discernible, on smaller screens.

A lot of apps are "universal" and adjust themselves to run on either the iPad or the iPhone.

iPhone-only apps run on the iPad, of course, just sized up. It's pretty easy to spot an app that wasn't designed to run on the larger screen.

There seems to be a difference.

Also, different aspect ratios.

There is a small positive flip side to this. There are some apps where the iPad version is more expensive than the phone version. Now you can run the phone version on your phablet.

I've always figured there must be a way to run iPad apps on a jailbroken iPhone. I've googled it a few times and not found any convincing results, however.

Hasn't it that always been possible? Run it at 1x or 2x on an iPad?

It looks much better on a Retina display.
