It appears to be a piece of networking gear that's mounted in a 19 inch cabinet that's bolted to an earthquake proof mount that is itself mounted to a concrete floor with lead anchors.

It's an enterprise level router/firewall.

Router.

Made in 2011.

Still very nice even if you're only using it as a dumb switch. Good piece of hobby-kit.

Would do a reset-to-factory (hold the little button in during power-up) and if you've got a device that can connect to that serial port, consider installing the latest firmware.

That's was my first thought/question.

$10 for a switch? A little ungainly but I had to buy a four port switch for $40. It was the cheapest I could find, at the time.

My luck, though, I would have bought that and it wouldn't work as just a dumb switch and it would need $50 in ancillary stuff.

Nice find!

Current equivalent is under $200..., but for $10, still a helluva deal.
I think part of the outrageous price for seven year old tech is simply to gouge any user that would rather replace their old unit w/ the same one, rather than learn how to deal with and/or use newer stuff. Sometimes certain old equipment does stuff that newer models can't, so it's worth a premium, but I don't think that's the case for this network appliance.
