The solution was a clean install of HS from a newly created install drive, followed by Migration Assistant. I'll never know why a simple (unclean?) install didn't work, but right now my relief overshadows curiosity. Yes, I should have done a clean install from the get-go. I lost a boatload of time by trying to save time.

Oh, and here's a pro tip: glaring at the progress bar does NOT make it move any faster.

That time can be better spent watching a pot of water being heated on the stove, or watching fresh paint.

Many here have preached the benefits of doing a clean install when upgrading from one major version of the OS to another. It amazes me that more people don't consider the effort to do so worthwhile.
