The best solution that I've seen is a guy in England set up the equivalent of a pay per call line. (1-900-xxx-xxxx or 976-xxxx) He handed out that number to people he expected would robocall him. He made it so that it cost them $.99/min to call him. I don't think he got rich, but it worked well enough. Perhaps if they made it so that every placed call cost $.01 or every sent text cost $.001 that might deter spammers and wouldn't really impact the average customer much. I'd get a bill at the end of the month for $.02 for texts, and maybe $.05 for calls I placed. (I HATE making phone calls.)
