iOS-iPhone Upgrade Problems

have an iPhone 5S and currently running iOS 9.3
i know i can't run iOS 11 or iOS 12 but the only software updates that show up are: iOS 12 (General>Settings>Software Update) or when i connect to iTunes, it shows iOS 12.2 available.
how can i upgrade to iOS 10.3.3?

You can’t unless you maybe jailbreak your phone. Apple is no longer signing 10.3.3

I don't remember if I had 12 on my 5s or not. The last iOS was an improvement in speed over the previous. But the SE is a very noticeable improvement over the 5s.

Unless money is really tight, I'd get an SE. If those available are compatible, a SIM swap and you're in business. Back up your 5s and restore your SE to it or start fresh.

Sell the 5s or keep it as a back up.
