Besides time of day rates, some places have rates based on the peak instantaneous usage. Depending on the charger draw, conceivably it could have pushed the electric bill into a higher rate. But I suspect the landlord is either exageratiing or attributing all of an increase to the Tesla when there are multiple causes.

you can also schedule with a Volt so i'd be really shocked if a Tesla couldn't do this.
