I'm not the OP, but I always wondered about which screen took precedence. I take it you mean when launching the app from the dock on the screen in question? This works for me.
Single left clicking DOES cause Spotlight to appear on that screen, but I can't find any rhyme or reason as to which one displays an app when launched from Spotlight. I often type Command-Space and the first couple letters of an app to launch. Good to know that it works from the dock though.
Edit: I'm in El Cap.
