I am thinking of getting a low cost laptop to do some Python and C++ learning in Ubuntu. Any suggestions?

Whats wrong with your Mac? It has a unix subsystem and can run Python and C++ tooling.

You could also run Ubuntu via docker or VirtualBox if you really needed Linux.

I know... but I want to have a separate machine. I don't need to, I want to.

Pretty much any laptop with a 3rd gen Intel CPU should have at least one USB 3.0 port. That is as far back as I would go to save money. I would guess they will be in the $180 to $250 range. Either the Dell refurb page or check flash.newegg.com for a few weeks.

check the frequent sales @ Blinq.com. They have Dells, HP, etc. that come with
Win7 or 10 & their descriptions and grading are pretty accurate.
They also stand behind what they sell. With an email coupon, you can get a cheap,
but not obsolete laptop.

3 years ago, I got a HP EliteBook 8460P 14” Core i5-2520M for $160 w/ Win7.

Still using it but did replace the battery, all of $20 + no 'surgery' needed.

current offerings starting @ $79

As mattkime said, you already have what you need. macOS is a certified Unix implementation:

On the other hand, if you want to learn Linux, just install VirtualBox and whatever flavor of Linux you please:

If you have installed Apple's free Xcode on your system, you already have Python installed.
