Contacts export .abbu file no longer importable

Since last year with Mojave, any exported Contact file of the entire database (File: Export: Contacts Archive, which results in a .abbu big file), is no longer importable onto one of my other Macs with identical OS. I've tried it multiple times, including once yesterday, and trying to import it into a brand new Mac gives zero contacts. The file is massive, like 200mg, I can Show Package and see all 3,000 separate contacts, but it simply won't import. I've spoken with a few others on Apple's forums and they're seeing this behavior, too. The only way I've found to get all Contacts over is through iCloud.

I'm not troubleshooting this or asking for ideas, more just a public service announcement that any manual backup of ones Contacts may not work. I still occasionally back up the .abbu file twice a year for kicks, but no longer trust that it'll actually be importable, at least for now.

I always export to both a Contacts archive AND a Vcard.
